Amendments Twenty-Six to Thirty-Five: Archivist's Note
We do not know an awful lot about Charter Amendments 26 to 35 because we simply do not have the texts of those amendments. We know what most of them involved, though in some cases only very vaguely, but in the case of Amendment 35 we can only make a rough assessment of the circumstances surrounding it and we literally know nothing about Amendment 34 - there are absolutely no references to it on the old forums. In this note, however, it shall be explained what we do know about each of these amendments.
Amendments Twenty-Six to Twenty-Nine, with reference to Cabinet Update 3.1 (25 November 2012)
Amendment Twenty-Six
Amendments 21 to 25, as well as the resolution retroactively collating the Second Great Overhaul as the 20th Amendment, were all voted on at the same time along with a proposed 26th Amendment for which we have the text:
This proposed amendment did not pass, its final vote being 5-5-0. Some presumably voted against the official language being English, some presumably against it being British English. The next reference to the 26th Amendment comes in Cabinet Update 3.1 which refers to referendum R2012.10.5 - "Charter Amendment 26: Establishes official standard language of DSA administrative functions." The text of this amendment is not included and does not survive, but it is reasonable to presume this was a reworked version of the failed amendment above. We cannot be 100% certain that this passed as the Charter Revision Log denotes the contents of Amendment 26 as having been lost, but we can assume Amendment 26 was passed along with Amendments 27-29 on 9 December 2012 and established an official language for DSA documents and functions.
Amendment Twenty-Seven
While we do not have the text for Amendment 27, Cabinet Update 3.1 refers to referendum R2012.10.1 - "Charter Amendment 27: Creation of New Regional Humanitarian Programme" which the Charter Revision Log tells us passed 18-0-2 on 9 December 2012.
Amendment Twenty-Eight
While we do not have the text for Amendment 28, Cabinet Update 3.1 refers to referendum R2012.10.3 - "Charter Amendment 28: Removes the regional newspaper from the Charter" which the Charter Revision Log tells us passed 14-2-3 on 9 December 2012.
Amendment Twenty-Nine
While we do not have the text for Amendment 29, Cabinet Update 3.1 refers to referendum R2012.10.4 - "Charter Amendment 29: Facilitating smooth transitions between both forums" which the Charter Revision Log tells us passed 18-1-1 on 9 December 2012.
Amendments Thirty to Thirty-Three, with reference to Cabinet Update 3.2 (12 December 2012)
The following referenda are referred to in Cabinet Update 3.2:
R2012.12.2 - "Proposed Charter Amendment 30: Revision to MoC’s Authority (expands map accessibility to all parent and puppet nations)"
R2012.12.3 - "Proposed Charter Amendment 31: Revision to MFA’s Authority (allows MFA to have flexible foreign policy with more autonomy, increases government transparency)"
R2012.12.4 - "Proposed Charter Amendment 32: Revision to MFA’s Authority (simplifies MFA protocol)"
R2012.12.5 - "Proposed Charter Amendment 33: Establishes two new regional holidays and clarifies one existing holiday (International Worker's Day, 1 May; Cabinet Member Appreciation Day, 1 February; and specifies 'UDLR Day' as 11 April)"
We can reasonably presume that these passed, as the Charter Revision Log accounts for them, but it also describes them all as having been lost and so we do not know when they were passed or with what final vote.
Amendments Thirty-Four and Thirty-Five
Amendment Thirty-Four
The Charter Revision Log again lists this as having been lost, and there is literally no reference that can be found to Amendment 34. While there probably was a 34th Amendment we do not know what it was, when it was or how it was voted upon.
Amendment Thirty-Five
The 35th Amendment is similarly tricky, but for different reasons. Again it is listed as having been lost by the Charter Revision Log, but there is a singular reference to it on the old forums. However, this reference is not direct and suggests a weird turn of events. In the declassified minutes of Cabinet Meeting 5.1 (4 April 2013), in response to Terlibe asking "Wasn't Amendment #37 already voted on? Or am I imagining that?", Haltari responds "In the last election we voted on Amendment #35. It was the one about creating special advisors for the cabinet. It looks like you're right. It was already voted on. I'm not exactly sure why it was never numbered or added as an amendment to the passed amendment page, but I guess its now you're job to add it in. From now on, my Amendment will be known as #37, and you can add your amendment in as #36."
Not only is the crossed-out reference to Amendment 35 peculiar, we know that the 36th Amendment created Special Advisers to the cabinet and the 37th dealt with recruitment. We do not know exactly what was going on, but it could just about be that in some confusion over which amendment was supposedly 35, this number was skipped for convenience. Who knows? We certainly don't have any surviving reference to what an actual 35th Amendment might have been.
