"Establishing that Article I, Section 1.2, Clause 2 and Article II, Section 2.1, Subsection 2.1.2, Clause 1 exist to have ideological requirements for participation in the region
Recognizing that defining the minimum values based on their nation page rating gives an appearance of being somewhat qualitative
