"Establishing that Article II, Section 2.1, Subsection 2.1.2 sets forth the guidelines for a Resident to join Congress; Recognizing that the Charter already prevents nations from concurrently holding office in the Democratic Socialist Assembly and any other region; Also recognizing that Congress is the sole legislative body of the Democratic Socialist Assembly and can exercise unilateral power; Concerned with the hostilities both past and present which were provoked by other regions once aligned with the Democratic Socialist Assembly; Cautious of outside governments attempting to gain leverage within the Congress for whatever purpose;"
The following is inserted as Cl. 4a of Art. II, Sec. I, Sub. II:
Clause 4a. A NationStates Player wishing to obtain Membership in Congress is considered ineligible for Membership if the aforementioned Player simultaneously holds a Regional Officer position in any non-embassy region(s). Additionally, the Player is ineligible if they concurrently hold any position in said region(s) resembling that of a Cabinet position or Administrator as defined by this Charter.
