An Act to establish a procedure to standardise, process, categorise and number Acts and Resolutions of the Congress of the Democratic Socialist Assembly
Chapter 1: General Provisions
1 Title. This act may be cited as the “Legislative Procedures Act”.
2 Effective date. This act shall come into force upon its passage.
Chapter 2: Official Language for Administrative Purposes
1 Establishment. The English language shall be recognised as the official language for written communications by Institutions of the Democratic Socialist Assembly, including Congress and the Cabinet.
2 Standard. The standards of British and American spelling shall have equal validity and standing in communications by the DSA.
Chapter 3: Categorisation and Numbering of Bills and Motions.
1 Categories. All bills proposed before Congress shall be filed under one or more of the following categories:
• Procedures, for legislation pertaining to the operation of Congress or Cabinet.
• Domestic Affairs, for legislation pertaining to the Ministry of Domestic Affairs.
• Immigration and Regional Promotion, for legislation pertaining to the Ministry of Immigration
and Regional Promotion.
• Foreign Affairs, for legislation pertaining to the Ministry of Foreign Affairs.
• Justice, for legislation pertaining to the Ministry of Justice.
• Role Play, for legislation pertaining to the Ministry of Role Play.
• Charter Amendment, for legislation enacting amendments to the Charter.
• Miscellaneous, for legislation not belonging in any other category.
2 Archival. Upon the passage of a bill or resolution, the President of Congress shall move the bill or motion into an archive of passed legislation under the appropriate category.
3 Numbering.
a. All Acts of Congress shall be numbered in the format YYYY/NN, denoting the NNth act passed in the year YYYY.
b. All resolutions shall be numbered in the format R-YYYY/NN, denoting the NNth resolution passed in the year YYYY.
Chapter 4 Legislative Sponsors
1 Qualifications. Any Member of Congress in good standing may sponsor any legislation or resolution proposed in Congress.
2 Enumeration. The names of all sponsor nations shall be openly displayed under the title and category of the bill or resolution.
3 Standing of authors. The author of a bill or resolution shall be considered a sponsor of said bill. If a bill or resolution shall have more than one author, all such authors shall be considered sponsors.
