Congressional Notification Act

An Act to encourage voter turnout in Ministerial elections and legislative votes.
Chapter I: General Provisions
I - This Act may be cited as the “Congressional Notification Act.”
II - This Act shall come into force upon its passage.
Chapter II: Definitions
I - Definitions used herein apply only to the Congressional Notification Act.
II - Definitions used herein apply only to words or phrases marked with an underline.
Mention - Using the "@" function to force a notification to a group or user.
Congress group - The Discord role which designates a resident as a "Member of Congress".
Chapter III: Ministerial Elections
I - During general and special elections for the Cabinet or High Judge, the Returning Officer or a member of the sitting Cabinet must notify Congress that elections have begun within 36 hours of the start of the election(s), and notified a second time no later than 8 hours before the end of the election(s).
I.I - The Returning Officer or Cabinet Member may fulfill this obligation by sending a region-wide telegram with a link to the election sub-forum and posting the telegram onto the Regional Message Board.
I.II - The Returning Officer or Cabinet Member is also encouraged to mention the Congress group on the official Discord at least once during the period in which elections are open.
Chapter IV: Legislative Votes
I - During the period in which legislation, charter amendments, nominations, commendations, or procedures are at vote in Congress, the Returning Officer or the Secretary-General must notify Congress that voting has begun within 36 hours of the start of the vote.
I.I - The Returning Officer or Secretary-General may fulfill this obligation by sending a region-wide telegram with a link to the voting thread and posting the telegram onto the Regional Message Board.
I.II - The Returning Officer or Secretary-General is also encouraged to mention the Congress group on the official Discord at least once during the period in which elections are open.
Chapter V: Exceptions
I - The combination of multiple mandated notifications into a single notification is permissible so long as the consolidated notification meets the required criteria for each mandated notification.
