Observing that numerous Charter Amendments have failed to fully account for their impacts upon the content of the Charter;
Noting that multiple Charter Amendments introduced new measures without removing those sections of the Charter superseded by said new measures;
Further noting that aspects of the Charter contravene the basic rights accorded to Members of Congress and Cabinet Ministers;
Wishing to remove all redundant clauses and rectify incorrect aspects from the Charter;
Hereby enacts the following legislation:

Chapter I - General Provisions
I - This act may be cited as the ‘Constitutional Holistic Amendments for Rectification, Tweaking, and Eradication of Redundancy Act’ or the ‘CHARTER Act.’

The Court shall be typically be presided over by the Minister of Justice, but when the case involves the Minister of Justice, the President of Congress shall take their position for that case only. If the case involves both the Minister of Justice and the President of Congress, a new judge shall be elected by the Congress in a four (4) day nomination and election period.

Except for the specific enumerated Founder's Powers cited in Subsection 2.3.5 2.3.6, the Founder shall have the same rights, privileges, and responsibilities as other Residents with regard to the Charter.

Legislation shall be created to establish penalties for violating these Terms of Residency Membership.

The Cabinet shall consist of the President of Congress, World Assembly Delegate, Secretary General, Minister of Justice, Minister of Foreign Affairs, Minister of Immigration & Regional Promotion, Minister of Domestic Affairs, and Minister of Role Play.

Cabinet Members that fail to uphold their duties as described throughout this subsection shall be subject to disciplinary measures as described in Section 3.1 4.1.

The President of Congress and the World Assembly Delegate, when not the same nation Nationstates player, shall only have one (1) vote between them in the Cabinet as well as the Congress, and not one vote apiece in either both the Congress and the Cabinet.

Registry into the DSA Convention is not required, for all Members of Congress are members of the DSA Convention. However, a member of Congress can request to not be part of the DSA Convention, which is explained in Clause 6, section E 5.

Impeachment by the congress will be binding should the vote pass, unless the vote can not be certified by the Secretary General or is found to be illegal by the Minister of Justice High Judge.

Removal of a Cabinet Member from office can be done by a ruling of the Court or by a vote by Congress. Grounds for removal from office by the Court are the same as those for impeachment outlined in Clause 3.1.3.1 4.1.1.1.
