The following is inserted as Cl. V of Art. II, Sec. I:
Clause V. A nation's signature on the Charter shall be interpreted as a sign of that nation's dedication to the matters of the DSA as an involved citizen nation thereof. A person may have nations in any number of other regions and citizenship (or equivalent) in those regions, but are expected to regularly take part in Congress matters.
The following is inserted as Cl. X and XI of Art. II, Sec. II:
Clause X. A Cabinet position is open to any member of Congress in good standing, being in compliance with Article I, Section I and having none, one or several nations that are citizens (or equivalent) of other regions. By running for a Cabinet position a nation pledges to allocate, within reason, the amount of time and energy required to fulfil the duties of the position and to put the interests of the DSA before that of other regions, should they be elected.
Clause XI. Nations running for Cabinet positions must publicly disclose to the Congress any other nations they control that hold official positions (elected, appointed or self-appointed) in the governments of other regions. Should a Cabinet member be found to have withheld information of the existence of such nations or the responsibilities of the positions of such nations in other regions, it shall be considered grounds for impeachment of said Cabinet member.
