"Establishing that Article II, Section 2.1, Subsection 2.1.2, Clause 3 sets forth the guidelines for a Resident to join Congress by declaring on a designated Opt-In subforum
Recognizing that this system is ineffective and makes it incredibly difficult to keep track of past Charter membership
Also recognizing that there is an enormous backlog of ineligible Congress members who continue to hold membership despite existing contrary to Article II, Section 2.1.2, “Requirements for Membership.”
Further recognizing that since 26 August, 2017, Charter membership has shifted to an off-site database facilitated by the establishment of a form which Congressional candidates must instead fill out to opt into the Charter"

A NationStates Player wishing to obtain Membership in Congress may designate only one (1) Resident to be their Member of Congress at any time, and must publicly declare that Resident in the Opt-in subforum. A NationStates Player having more than one (1) Resident which is a Member of Congress is considered fraudulent.

Clause III. A NationStates Player wishing to obtain Membership in Congress may designate only one (1) Resident to be their Member of Congress at any time, and must publicly declare that Resident in the Opt-in subforum. The aforementioned Resident must declare their intent to Opt-in to the Charter in the manner designated by the sitting Cabinet. Additionally, a NationStates Player having more than one (1) Resident which is a Member of Congress is considered fraudulent.
