Cl. III of Art. II, Sec. II is changed to the following:
Clause III. The Council shall establish embassies in foreign regions and accept foreign embassies and ambassadors from among those regions desiring diplomatic relations with the DSA. This process shall be the responsibility solely of the Foreign Ministry and be completed by the World Assembly Delegate as s/he is the only member of the Foreign Ministry with power to officially do so in the administration page of DSA Civil Headquarters. The Ambassador Corps and other member states of the DSA shall recommend regions where an embassy is appropriate to the Foreign Ministry and the World Assembly Delegate must faithfully executed this will of embassy creation or risk the drafting of articles of impeachment under Article III, Section I, Clause V of this Charter. Should issues arise as to the appropriateness of embassies in questionable regions a consensus of the Foreign Ministry and the Council must be reached either way before the issue is allowed to proceed. Furthermore the Congress, by a majority vote, may disapprove of the Foreign Ministry's establishment of an embassy in a foreign region or extension of diplomatic recognition to foreign embassies or ambassadors.
