Domestic Affairs Discord Nomination Bill
Category: Discord Legislation
Author: Wileyshire
Co-Author: Alvero
Chapter I: General Provisions
1. This act may be referred to as the Domestic Affairs Discord Nomination Bill, MoDA Discord Bill or the DADNB.
2. This act shall come into force on 1 April, 2020.
Chapter II: Domestic Affairs Discord Nomination Bill
1. In the Discord Administration Law, Subsection 1.1.1.2
The Administrator shall be nominated by the President and approved with the consent of Congress pursuant to nomination procedures.
Shall be changed to
The Administrator shall be nominated by the Minister of Domestic Affairs and approved with the consent of Congress pursuant to nomination procedures.
Chapter III: Reasoning
1. Acknowledging that Charter Subsection 2.2.6.2, bullets 3 and 5 name the Secretary-General as the Minister responsible for the forum, what at the time of writing was the only official off-site jurisdiction, this bill reasons that the Secretary-General should be responsible for nominating Discord Administrators, should the need arise.
2. Post debate, Alvero suggested this instead be moved to MoDA, believing it should still be moved from the Presidency, but not to the Sec-Gen. This has been modified to show as much.
President in the 26th Cabinet Sec-Gen in the 28th, 30th, 31st and 34th Cabinets MoRP in the 25th and 26th Cabinets MoIRP in the 28th Cabinet Administrator Emeritus 21 November 2018-9 April 2019 Ambassador to The Communist Bloc 9 Augest 2018-1 November 2018
I'm pretty opposed to this. It concentrates too much power into the Secretary-General's hands, and we haven't had any problem with having the Discord Administrator being nominated by the president so far, so I don't understand why we're wanting to change it.
Secretary-General - 33rd, 35th Cabinets Director of World Assembly Affairs - 29th Cabinet Ambassador to Social Liberal Union - 28th, 29th, 32nd, 33rd, 34th Cabinets Ambassador to Europeia - 32nd Cabinet Cabinet Aide to MoDA - 33rd, 34th Cabinets
I am also opposed to this, for the reasons Alvero stated, and also because there simply isn't enough legal justification provided. It is an excessive logical leap to say that since at the time of writing of 2.2.6.2, bullets 3 and 5, the forum was the only off-site juridistiction, the Secretary-General is responsible for all off-site jurisdiction.

I don't think that that is a very big eap given that all off-site administration other that the forum in the past was de facto considered under and handled by the Sec-Gen.
Additionally, the President has far more other powers, so is that not too having too much power consolidated into a single set of hands?

Sure, I think that's a good point. Then I think we should have the Discord Administrator nominated by any member of congress.

I could see that, or potentially ran as an election separate from Cabinet similar to the way High Judge is. That could work for future legislation, especially side by side with some way to remove a bad administrator from power (election system would accomplish that by default, I suppose) as a precaution. I'd be happy to work on something accomplishing that next term with you if you'd like. I'll still ask for support on this bill as I still find it an improvement to the President having the power.
Copy and pasting to the other thread as I feel similar about both.

If this bill goes ahead, I will not vote for it. I disagree with this being transferred to the sec gen. It consolidates power in the sec gen by making use of an outdated clause.
