Secretary-General Forum Owner Nomination Bill

Chapter I: General Provisions
1. This act may be referred to as the Secretary-General Forum Owner Nomination Bill, the Sec-Gen Forum Bill, or the SGFONB.
2. This act shall come into force on 1 April, 2020.
Chapter II: Secretary-General Forum Owner Nomination Bill
1. In the Charter Subsection 3.1.1.2
The Forum Owner shall be nominated by the President and approved with the consent of Congress pursuant to nomination procedures. The Forum Owner may not be part of the Cabinet, the High Judge or the Discord Administrator.
Shall be changed to
The Forum Owner shall be nominated by the Secretary-General and approved with the consent of Congress pursuant to nomination procedures. The Forum Owner may not be part of the Cabinet, the High Judge or the Discord Administrator.
Chapter III: Reasoning
1. Acknowledging that Charter Subsection 2.2.6.2, bullets 3 and 5 name the Secretary-General as the Minister responsible for the forum, this bill reasons that the Secretary-General should be responsible for nominating Forum Owners, should the need arise.

I'm opposed to this basically for the same reason that I'm opposed to the Discord Administrator bill. It concentrates too much power into the Secretary General's hands, and our current system works, and I don't see the need to change it.

Although the legal precedent makes more sense here than the Discord Administrator bill, I am still opposed since I view the Secretary-General as more of a general administrative, or operative role. Nominating and/or appointing high-level jobs seems like more of a presidential job.

Until just recently, the Sec-Gen legally was the owner of the forum. I don't see how nominating another member is consolidating too much power into the hands of the Sec-Gen, especially given that it's currently done by a position that has more *other* powers in the Presidency.

Like I said in the other post, I think the point about this being too much power in the Presidency makes sense, but it doesn't justify shifting that power to the Secretary-General. We should have Members of Congress nominate the Forum Owner.

I could see that, or potentially ran as an election separate from Cabinet similar to the way High Judge is. That could work for future legislation, especially side by side with some way to remove a bad administrator from power (election system would accomplish that by default, I suppose) as a precaution. I'd be happy to work on something accomplishing that next term with you if you'd like. I'll still ask for support on this bill as I still find it an improvement to the President having the power.
