I would encourage Members of Congress to vote AGAINST this bill.
Although the core idea is good, I think the way this is implemented is very flawed, and this is something we should vote down and reintroduce this law with better implementation. We've consolidated our laws into the three new laws for a reason, and we shouldn't be introducing new legislative documents like this without good reason. This could easily be implemented into the Rules and Procedures, and I don't understand why we need a separate document for this.
Again I want to see Ribbons introduced, I just think we should take this bill and go back to the drawing board and fix how it's implemented and reintroduce it.

I would encourage Members of Congress to vote AGAINST this bill.
I very much think that introducing ribbons is a good idea to spruce up the DSA's regional culture, and thus I'd like to see the implementation of the idea. However I do not think that the *over*-legislation of this bill is a good idea, it both bloats our laws and does not allow for enough flexibility, let's for example say that the region would want a new ribbon, the current legislation would mandate that we have a 3 day discussion period and 3 days voting period to add a ribbon or improve the way the program is handled. As thus I will vote against and urge the Secretary-General to already start implementing their idea executively, and write legislation that boils down to 'The Secretary-General shall be responsible for maintaining a public record of the ribbons and achievements of the DSA and her members.', and actually allow the Secretary-General and the region flexibility in how they manage the ribbon program.
That is why I have voted against.
