This legislation is under formal scrutiny and discussion, and will go up for a vote on 2020-09-25.
In effect, this legislation will abolish the Presidency and delegate the few jobs assigned to it to the rest of the Cabinet, in addition to renaming this presidentless Cabinet to "the Council" to be more appropriate to the lack of an explicit leader.

Chapter I: General Provisions

2: Throughout this document, in the enumerations of the various amendments, bold text shall indicate a modification, whereasstrikethrough text shall indicate a removal.
3: This act shall come into conclusion at the time of the following cabinet election, at which point there will be an election without a role of President on the ballot for the "First Council".

Cabinet - An antiquated term for the Council (see definition).
Council - The group of Councilors which the Congress elects from among its peers to manage specific areas of government and to perform certain duties on behalf of the Congress in the interests of the DSA.
Council Aide - A Resident in good standing that is appointed by a Council Member to assist in upholding the duties of that Member's Council position.

The Cabinet Council shall consist of the President of Congress, World Assembly Delegate, Secretary General, Minister of Justice, Minister of Foreign Affairs, Minister of Domestic Affairs, and Minister of Roleplay.

1. The World Assembly Delegate shall represent the DSA at the World Assembly and its subsidiary organs.
2. Should the position of World Assembly Delegate of the Democratic Socialist Assembly region be occupied by a Resident who has not been elected in accordance to the rules of this Charter, the Founder may eject that World Assembly Delegate at the request of thePresident of Congress Council.
3. The World Assembly Delegate, when not also the President of Congress, shall execute the recommendations of the rest of the Council as they pertain to Administrative Privileges without hesitation or prejudice.
4. Should the position of President of Congress fall vacant, the World Assembly Delegate shall serve as the President until the end of the term if the vacancy occurs within twenty-one (21) days or a special election is held.
5. When a World Assembly Delegate's term has ended without having been re-elected, then the outgoing World Assembly Delegate shall promptly resign at the request of the incoming World Assembly Delegate. Failure to comply with this request shall be grounds for ejection by the Founder and further disciplinary action.
6. The World Assembly Delegate shall be permitted to approve any proposed World Assembly resolution available to the World Assembly Delegate for scrutiny and approval in the World Assembly.
7. The World Assembly Delegate may author or co-author World Assembly resolutions as long as the World Assembly Delegate publicly declares such an endeavor prior to submitting it for approval; and that such a resolution is in accordance with DSA Regional Principles.

1. In certain extraordinary circumstances, it may be that the executive body of the region is required to perform an expulsion in order to best protect the interests and/or health of the region without waiting for an expulsion by the court to be completed.
2. By a simple majority vote, theCabinet Council may expel a resident of the region who has committed an act of extraordinary misconduct.
3. Upon the passage of aCabinet Council vote, the subject resident shall be removed from the DSA.
4. Repeated re-entry into the DSA by the expelled party will result in a temporary ban until the expulsion has been reviewed by the Court.

The Returning Officer for all elections shall be the Secretary-General. In the absence of the Secretary-General, the President of Congress World Assembly Delegate shall be the Returning Officer.
Any general election which has no declared candidates by the commencement of the voting period shall result in a special election. Should the special election have no declared candidates by the commencement of the voting period, the President members of the Council may nominate a Member of Congress for the open Cabinet Council position.
If a Cabinet Council or High Judge position is vacated for any reason, the Returning Officer shall hold a special election for the position in accordance to the timing and procedures laid out in Subsection 1.2.4 of this document. While the special election is taking place, the President Council must appoint an interim minister within 2 days of the position being vacated. If the special election is for a Cabinet Council position and the President Council is unable to find an interim minister, the President remaining Councilors may take up the role until the election is complete.
A confirmatory congressional vote shall be held for nominees to the role of Administrator Emeritus and for vacant Cabinet Council positions that have remained unfilled following a special election.

● Role Play, for legislation relating specifically to Role Play.
● Commendation, for proposed Bills of Congressional Commendation.
● Nomination, for bills nominating a member of the DSA to a role that requires
Congressional approval.
● Charter Amendment, for legislation enacting any form of amendment to the Charter.
● Procedures, for legislation relating to the operation of Congress and/or the
● Legislation, for general legislation enacting Regional laws and/or regulations.
