Hello everyone. Slotheria here. Cess and I coauthored this legislation, and I really think it will help make the DSA a better place. The name itself is probably a bit of a hint to you on what exactly the intent of this legislation is, but I'll just discuss it a bit anyway. So basically this legislation is to decentralize the power held by the Moderation team on Discord. I support our Mod team fully and they're all wonderful people, but they do have powers that shouldn't be uncheckable, all this Act does is check those powers if need be. Furthermore, I'm sure the majority of you will find these simple edits will not interfere with the Moderators day to day Discord Administration duties. Section 1.2 - Jurisdiction, Duties, and Limitations of the Moderation Staff
Subsection 1.2.1 - The Moderation Staff
1. The sole duty of the Moderation Staff shall be to cultivate an environment in
accordance with Regional Principles, Discord Terms of Service and Code of Conduct, and Nationstates Etiquette on the Discord server.
2. The Administrator may nominate a team of up to five (5) Moderators pursuant to
nomination procedures in Congress.
3. The permissions of the Moderation Staff on the Discord server shall be limited to:
● Managing messages for the purpose of deletion
● Kicking and banning users from the Discord server
● Muting and deafening users in voice chats
4. The Moderation Staff may also consist of bots for the purpose of automatically
deleting obscene and heinous content, while also easing administration of the server.
5.The level of access to channels which the Moderation Staff shall have shall be determined by the Administrator. The Moderation Staff will be limited to viewing and sending messages in channels they would be allowed to see without admin privileges, based on the honor system. Moderation Staff may investigate restricted channels only if a problem has been reported by someone with access to said channel.
6. All Users are encouraged to report misconduct or a breach in rules by any User to
a member of the Moderation Staff.
7. Members of the Moderation Staff may not be elected as or serve as a Cabinet
Minister, and may only be appointed as the Director of a Department with the consent of Congress pursuant to legislative procedures.

1. Termination of the Discord server may be initiated by the Administrator with the
consent of two-thirds of votes cast in Congress pursuant to legislative procedures, in addition to a two-thirds majority vote by the cabinet.
2. Upon termination, the Administrator shall be tasked with the creation of a new
Discord server.
3. Unauthorized termination of the Discord server shall result in the immediate expulsion of the Administrator from the Democratic Socialist Assembly.

1. The channel in which the Moderation Staff discusses and coordinates its duties
shall remain publicly visible at all times. More sensitive moderation conversation may take place in a private channel, however, it may not serve as a substitute for the public channel. Subversion of this provision by any member of the

Moderation Staff through any means shall be considered extraordinary misconduct.
2. The server audit log shall be visible to all Users at all times. Subversion of this provision by any member of the Moderation Staff through any means shall be considered extraordinary misconduct.
3. Any Member of Congress may motion to overturn a Second Strike or higher Moderator decision, success decided by a two-thirds majority Discord-Based vote lasting 72 hours.
