When a piece of legislation is put forward for scrutiny, no applications made to enter Congress that are submitted after the legislation is put forward for scrutiny may be processed until after either the proposed legislation is retracted, the vote on the legislation has concluded, or the legislation has failed to be moved to vote within 3 days of the conclusion of the scrutiny period. If the voting period occurs after 3 days from the conclusion of the scrutiny period, applications into Congress may be processed until the voting period has begun, in which case the halt on applications will continue until the vote has concluded.
5. If a resident has applied for Congress and had their application halted for 6 or more days as result of legislation being submitted, their application may be processed after those 6 days.
