Art. III is renamed "Regulations" and a new Sec. II of Art. III, titled "Elections," created. This moves the current Art. III, Sec. II to Art. III, Sec. III.
The following amended and merged version of the clauses removed above are inserted as the new Art. III, Sec. II:
Clause II. The Congress shall elect the Council by a majority of charter members voting. Written notice of such elections shall be provided to all Charter members prior to elections. Elections shall be held every 90 days.
Clause III. Recognising that resolutions of the WA are effective only with respect to nations having membership in that body, elections for WA Delegate shall be limited to Charter members also having membership in that body. Elections shall be held every 90 days.

Nations nominated for a position on the Council must be in good standing and have an account on the forum. Any nominated nation that is not a member of the forum must join within one week of their nomination; if by that time the nominated nation has not joined the forum, their nomination shall be considered invalid and terminated.
Clause II. Nominations for Council positions shall begin at 00:00 GMT on the 75th day of the terms and close at 00:00 GMT on the 82nd day, thereby lasting seven full days. The final candidates shall then be posted and a vote set before 23:59 GMT of that day. Voting shall begin at 00:00 GMT on the 83rd day of the terms and close at 00:00 GMT on the 90th day, thereby lasting seven full days. Votes shall then be tallied and winners announced before 23:59 GMT of that day. At 00:00 GMT on the 91st day of the terms, the newly elected Councillors shall take up their positions and the term cycle shall reset.
Clause III. Every ninety days, concurrent with the election of the Secretary-General and ambassadors, the Congress shall select a nominee for the position of WA Delegate. The Delegate shall be selected from among members of the DSA in good standing by a majority vote of those Congress members who are also members of the WA. Once a nominee has been selected it is to be announced to the region, asking that all members of the DSA who are also WA members endorse the nominee. In the event of the WA Delegate not having signed the Charter and/or is not a member of the off-site forum, communication will happen through the NationStates telegram service so that it may coordinate foreign policy; should it fail to do so, the Congress may select and announce another nominee to be endorsed.
