This convention is for the discussion of converting Dekksian Syvis (the land in red in the below image) into public land to be administered by an international organisation of scientists and politicians. Discussion will occur before becoming a proposal.
Dekks fully supports this idea considering that the original use we had for the land is now gone, we have achieved our goal of slowing down environmental decay in the main Dekksian territory and creating new technologies which will aid Dekks and it's people withstand and thrive in such situations. As a great proponent of science, we believe it's right to use the territory to advance our knowledge of the world and increase international relationships for the benefit of all our nations.

Ovskiland fully agrees with the CDAC's proposition of an open lab model. As a society of Democratic Socialists we must make education of future generation a top priority. Democracy without proper education of our students becomes fruitless. I would like to add some preliminary siggestions of my own. Note: these may be taken at surface value since this is merely a discussion. While I support the open lab model in Dekksian Syvis, however I believe that checks aforementioned by CDAC should be strengthened and expanded to encompass environmental checks as well as democratic checks. The hard-working citizens of the Commonwealth have just "achieved the goal of slowing down environmental decay in the main Dekksian territory." Therefore, I do not find it unreasonable to ensure that the environmental improvement in the area is not short lived. As a major proponent for science and land conservation, I simply wish to do possibly biennial examinations of the progression or regression of the environment. I also think it may be a good idea to create an office or position for examinations of Dekksian Syvis, or any country thereafter if this event happens again. We could aid other countries in helping restore environmental beauty or national animal population. I think this issue in particular has much positive potential.
As I said in the Discord, I think CDAC’s plan is a great one and propose that the project be named the Regional Environment for Development, Research and Open Source Experimentation (REDROSE). The fact that Dekksian Syvis is currently an irradiated wasteland is obviously an issue, but I believe the whole point was to use the area as a testing ground for terraforming activities. Using the project as a springboard for general environmental promotion in the region is also a good idea in my view.
We should not delay in organising the necessary legislation to turn the land over to DSA ownership and establish an independent governing body
