Central Burninandom, capital offices in the city of Stele, 0730...
"Zhaan, here is your daily stack of memos," Chief Scientist Thorgood says, apologetically, dropping a sizable pile of papers on Chairwoman Zhaan's desk.
The Chairwoman suppresses a yawn. "Did you get a chance to look through them this morning?"
"Indeed."
"Anything good?"
"Nah."
"Thanks."
The Chairwoman flips through the memos, finding herself pretty much in agreement with Thorgood's assessment.

Several hours earlier, North Burninandom....
High Marshal Arris rubbed his eyes. It was nearly midnight and time to go home and go to bed. But there was something bugging him about these reports. Crime is so rare in Burninandom that he didn't even oppose Chairwoman Zhaan's proposition that he be in charge of local law enforcement as well as the military. Gods knew that there wasn't really anyone else qualified to manage such a thing.
But something was strange about these event reports out of the Sister Lakes. Something ominous. A few disappearances, noise disturbances... these things just atypical. Noise disturbances would normally be chalked up to Debtian tourists, but disappearances? Those are exceedingly rare.
Arris wrote an urgent request for permission to send a constable to the Sister Lakes to investigate and put it in his memo to the Chairwoman, printed it, and put it in the delivery bag the supply crawler would pick up on its way to Stele -- should arrive by early morning.
Then, he went to bed.
But It did not. Once the High Marshal left and It was alone, It came out of the shadows, and painfully dragged itself to the delivery bag. It stretched out its fingers on the floor, pulling itself inch by painful inch along the floor. Why was it doing this again? He had commanded. It obeyed. It was just a disembodied human hand, and there wasn't much room for thought. But obedience doesn't take much thought. It finally reached the bag, crawling inside. It took the memo written by Arris. It took it to the waste disposal unit, and they went in together, the memo and It....

"He" silently crossed the border from the northern outskirts of Grove City into the Alpyrean Federation, precious black bag across his shoulder. Very little biodiversity among Burninites, he found. Some Debtian and Alpyrean tourists, but not much else. Some of those had made good subjects. But there should be more in Alpyrea...

This RP will be mystery themed, and I prefer character-centric RP (meaning please create specific characters who can participate in dialogue, not just issue government statements -- however, if you wish to just issue government statements, that's fine too, but you won't play in most of the RP, just make statements when things cross your governments' attention), so keep that in mind if you are joining.
