Chapter I: General Provisions
I - This act may be cited as the "DRARA Act".
II - This Act shall come into force upon its passage.
Chapter II: Charter Amendment
I - While keeping Subsection 2.2.17 in the Charter, which talks about Departments, Directors, and what that entails, which allows for departments to exist, all departments are removed from the Charter.
Subsection 2.2.12 - The Department of Creativity and Art
1. The Director of Creativity and Art shall be appointed by and serve at the discretion of the Minister of Domestic Affairs.
2. The Director of Creativity and Art shall have the responsibility of stimulating the creation and discussion of creativity and art in the DSA
3. The authortiy of the Director of Creativity extends but is not limited to: Overseeing the Design Studios, Music Studios and Writing Studios on the forum and stimulating 'contests and projects' and general activity in these Studios, Overseeing anything that has to do with art and or creativity either on NationStates and the discord aslong as it falls under the authority of the Ministry of Domestic Affairs.Subsection 2.2.9.3 - The Director of Immigration
1. The Director of Immigration shall be appointed by and serve at the discretion of the Minister of Domestic Affairs.
2. The Director of Immigration shall be charged with ensuring the growing population of the DSA is well informed about the culture of the DSA, as well as
its Regional Principles.
3. The Director of Immigration shall, with the assistance of the Minister of Domestic Affairs, compose a welcome telegram which best informs incoming members of the DSA.
4. The Director of Immigration shall be responsible for assisting the Cabinet in all matters related to welcoming new Residents and ensuring Resident retention.Subsection 2.2.9.4 - The Department of Games and Gaming
1. The Director of Games and Gaming shall be appointed by and serve at the discretion of the Minister of Domestic Affairs.
2. The Director of Games and Gaming shall have the responsibility of organizing gaming events in the DSA.
3. The Director of Games and Gaming may host a gaming event for any game they choose, but should choose games that are available to or owned by other NationStates players. The Director of Games and Gaming may host a gaming event at any time they choose, but should choose to host games at times that are reasonable to other NationStates players.
4. Any disputes arising from the related actions taken by the Director of Games and Gaming regarding their duties shall be settled by the Court of the DSA.Subsection 2.4.2 - The Director of Cartography
1. The Director of Cartography shall be appointed by and serve at the discretion of the Minister of Role Play.
2. The Director of Cartography shall have the responsibility of maintaining at least one regional map which shall be available for any member of Congress to establish an area comprising the administrative borders of their nation.
3. The regional map shall be maintained such that its format shall be one that is commonly accessible and usable for anyone with a basic level of computer skills. Access and use of the map shall not require the purchase or extensive working knowledge of proprietary software beyond that provided by basic operating system packages widely available for use on personal computers, or free, open-source design software. The Director of Cartography shall
coordinate with the President of Congress and the Minister of Role Play as to how to best display the map for the region.
4. The Director of Cartography shall make efforts to accommodate the reasonable wishes of all Charter Members in good standing for their desired
national administrative boundaries on any DSA regional map.
5. The Director of Cartography shall have jurisdiction over international administrative boundary claim disputes between all nations that are represented on any DSA regional map. Any Member of Congress who has their nation represented on any DSA regional map may appeal the rulings of the Minister of Role Play to the Court of the DSA.
6. The Director of Cartography shall have authority over redistributing the territories of nations that have either departed the region, resigned or have been removed from the Congress, or which have ceased to exist. Any disputes arising from the related actions taken by the Director of Cartography to redistribute said territories shall be settled by the Court of the DSA.Subsection 2.4.3 - The DSA Convention
Subsection 2.4.3.1- Principal Organs
1. The DSA Convention shall consist of 2 principal organs; General Assembly
and the Secretariat.
Subsection 2.4.3.2- Membership
1. Membership in the DSA Convention is open only to Members of Congress. This provision is to eliminate the possibility of puppets being part of the Convention and to prevent players from having more than 1 vote.
2. Membership is available to any Members of Congress which accept the obligations contained in Subsection 2.4.3 and, in the judgment of the Organization, are able and willing to carry out these obligations.
3. Registry into the DSA Convention is not required, for all Members of Congress are members of the DSA Convention. However, a member of congress can request to not be part of the DSA Convention, which is explained in Clause 6, section E.
Subsection 2.4.3.3- General Assembly
1. The General Assembly is the deliberative assembly of the DSA Convention. Composed of all DSA Convention member states, the
General Assembly is where role-play international law is proposed, addressed, debated, and voted on, as well as commendations and condemnations of regional nations, military actions, enforcement of international law, and international disputes are voted on.
2. Its resolutions are applied immediately upon passing in all DSA Convention member nations. Members are required to adhere to their ruling.
3. Matters of voting shall be decided by simple majority. Every member may only have 1 vote. In the case of a tie in voting, the final vote shall be made by the Secretariat.
4. Matters of commendations and condemnations shall be decided by a 2/3rds supermajority. Every member may only have 1 vote.
Subsection 2.4.3.4- Secretariat
1. The Secretariat is the chief administrative officer of the DSA Convention. The Secretariat may either be the Minister of Role Play or appointed by the Minister of Role Play. If they seek to, the Minister of Role Play may allow a democratic election in the General Assembly for the role of Secretariat , but this is not required.
2. The Secretariat may bring to the attention of the General Assembly any matter which in their opinion may threaten the maintenance of international peace and security. This request does not require co-sponsors in order to reach the floor of the General Assembly
3. Responsibilities of the Secretariat include; the documentation of removal of members from the DSA Convention, ensuring that proposals that have reached 2 public approval reach their designated floor, resolving ties in voting, calling the Convention to order, preserving order and decorum within the Convention, and making rulings about Convention procedures.
4. The Secretariat's terms of office shall last alongside each cabinet; February-April, May-July, August-October, November-January. In the case that the Secretariat may either resign or be removed from office, the Minister of Role-Play shall either hold the position themselves or appoint another Secretariat.
Subsection 2.4.3.5- Proposals
1. Any member of the DSA Convention may submit a proposal to the General Assembly.
2. Whether a proposal reaches the voting floor is determined by the members of the DSA Convention. If at least 2 other Members publicly approve it, it is said to have attained quorum and will enter the resolution voting floor at the next opportunity. If it fails to gather enough approvals within 7 days of its proposal, it will be dropped.
3. When a proposal reaches the voting floor, there will be 4 days of voting available to all DSA Convention members. Specifics on voting can be found in Clause 3.
Subsection 2.4.3.6- Violations and Membership Removal
1. A Member of the DSA Convention which has persistently violated the Principles and Rules contained in Subsection 2.4.3 may be expelled from the Organization by the General Assembly.
2. The Secretariat may be impeached by the General Assembly for either violating their roles in Subsection 2.4.3 or for violating the Principle and Rules contained in said subsection by a 2/3rd supermajority vote. However, if seen as necessary, disputes arising regarding the Secretariat may be settled in the Court of the DSA.
3. The Minister of Role-Play, recognizing that the DSA Convention is under their domain, has the ability to remove the Secretariat without needing approval from the General Assembly.
4. Removal from an office outside of resignation, ending of the term, or direct removal by the Minister of Role-Play, may only occur after
impeachment and by a 2/3rd supermajority vote from the General Assembly. The Minister of Role-Play will not be able to reappoint the impeached Secretariat for a minimum of 2 terms of office.
5. If a member chooses to voluntarily leave the DSA Convention, they must inform the Secretariat in order for them to process their departure. Voluntary departure will result in the nation not being able to join the convention once again for a minimum of 20 days.
Subsection 2.4.3.7- Minister of Role Play
1. Acting as a branch of the Ministry of Role Play, the DSA Convention cannot override decisions made by the Ministry of Role-Play outside of the DSA Convention.Subsection 2.4.6 - The Department of Trade and Commerce
1. The Director of Trade and Commerce shall be appointed by and serve at the discretion of the Minister of Role Play.
2. The Director of Trade and Commerce shall have the responsibility of assisting in the formation and development of economic role-play.
3. The Director of Trade and Commerce shall oversee the use of and implementation of the common currency of the Democratic Socialist Assembly; the Labour Credit.
4. Any disputes arising from the related actions taken by the Director of Trade and Commerce regarding their duties shall be settled by the Court of the DSA.Subsection 2.4.4 - The Department of Sports Leagues
1. The Director of Sports Leagues shall be appointed by and serve at the discretion of the Minister of Role Play.
2. The Director of Sports Leagues shall be responsible for the formation and development of role-play sporting events for DSA Members. These sporting events shall be conducted in a manner that is not overly complicated for competing players to play in.
3. The Director of Sports Leagues shall have final say over the method of scoring and scores.
4. Any disputes arising from the related actions taken by the Director of Sports Leagues regarding their duties shall be settled by the Court of the DSA.
Subsection 2.4.7 - The Department of War and Peace
1. The Director of War and Peace shall be appointed by and serve at the discretion of the Minister of Role Play.
2. The Director of War and Peace shall oversee and moderate any and all war role-plays occurring between DSA nations. If the Minister of Role-Play has implemented rules of war, the Director of War and Peace shall enforce those rules of war when nations engage in war. If the Minister of Role-Play has not implemented rules of war, the Director of War and Peace may enforce rules of war that they believe best serve as rules of war.
3. If a warring nation is violating the rules of war established by either the Minister of Role-Play or the Director of War and Peace and the Director is unable to make the nation adhere to the rules of war, the Director may report the nation either to the Minister of Role-Play or to the Court of the DSA.
4. Any disputes arising from the related actions taken by the Director of War and Peace regarding their duties shall be settled by the Court of the DSA.Subsection 2.4.8 - The Department of News and Information
1. The Director of News and Information shall be appointed by and serve at the discretion of the Minister of Role Play.
2. The Director of News and Information shall oversee the operation of and reporting of the regional newspaper of Solidarity, which will report on regional news, affairs, and other topics that the Director of News and Information seeks to implement into Solidarity.
3. The Director of News and Information may appoint editors and/or writers to aide them in the operations of Solidarity.
4. The Director of News and Information shall maintain Solidarity news issues and reports such that its format shall be one that is commonly accessible and usable for anyone with a basic level of computer skills. Access of and to Solidarity shall not require the purchase or extensive working knowledge of proprietary software beyond that provided by basic operating system packages widely available for use on personal computers, or free, open-source design software. The Director of News and Information shall coordinate with the President of Congress and the Minister of Role Play as to how to best display Solidarity for the region.
II - Subsection 2.4.1.2. will be deleted

I - The Departments taken out of the Charter shall be implemented into a new piece of legislation
II - Department of News and Information, which has replaced the MoDA job of the Weekly Telegram, shall become a Department under the Ministry of Domestic Affairs.

Access and use of the map shall not require the purchase or extensive working knowledge of proprietary software beyond that provided by basic operating system packages widely available for use on personal computers, or free, open-source design software. The Director of Cartography shall coordinate with the President of Congress and the Minister of Role Play as to how to best display the map for the region.
4. The Director of Cartography shall make efforts to accommodate the reasonable wishes of all Charter Members in good standing for their desired national administrative boundaries on any DSA regional map.
5. The Director of Cartography shall have jurisdiction over international administrative boundary claim disputes between all nations that are represented on any DSA regional map. Any Member of Congress who has their nation represented on any DSA regional map may appeal the rulings of the Minister of Role Play to the Court of the DSA.
6. The Director of Cartography shall have authority over redistributing the territories of nations that have either departed the region, resigned or have been removed from the Congress, or which have ceased to exist. Any disputes arising from the related actions taken by the Director of Cartography to redistribute said territories shall be settled by the Court of the DSA.
Subsection 2.2 - The DSA Convention
Subsection 2.2.1- Principal Organs
1. The DSA Convention shall consist of 2 principal organs; General Assembly and the Secretariat.
Subsection 2.2.2 - Membership
1. Membership in the DSA Convention is open only to Members of Congress. This provision is to eliminate the possibility of puppets being part of the Convention and to prevent players from having more than 1 vote.
2. Membership is available to any Members of Congress which accept the obligations contained in Subsection 2.4.3 and, in the judgment of the Organization, are able and willing to carry out these obligations.
3. Registry into the DSA Convention is not required, for all Members of Congress are members of the DSA Convention. However, a member of congress can request to not be part of the DSA Convention, which is explained in Clause 6, section E.
Subsection 2.2.3 - General Assembly
1. The General Assembly is the deliberative assembly of the DSA Convention. Composed of all DSA Convention member states, the General Assembly is where role-play international law is proposed, addressed, debated, and voted on, as well as commendations and condemnations of regional nations, military actions, enforcement of international law, and international disputes are voted on.
2. Its resolutions are applied immediately upon passing in all DSA Convention member nations. Members are required to adhere to their ruling.
3. Matters of voting shall be decided by simple majority. Every member may only have 1 vote. In the case of a tie in voting, the final vote shall be made by the Secretariat.
4. Matters of commendations and condemnations shall be decided by a 2/3rds supermajority. Every member may only have 1 vote.
Subsection 2.2.4 - Secretariat
1. The Secretariat is the chief administrative officer of the DSA Convention. The Secretariat may either be the Minister of Role Play or appointed by the Minister of Role Play. If they seek to, the Minister of Role Play may allow a democratic election in the General Assembly for the role of Secretariat , but this is not required.
2. The Secretariat may bring to the attention of the General Assembly any matter which in their opinion may threaten the maintenance of international peace and security. This request does not require co-sponsors in order to reach the floor of the General Assembly
3. Responsibilities of the Secretariat include; the documentation of removal of members from the DSA Convention, ensuring that proposals that have reached 2 public approval reach their designated floor, resolving ties in voting, calling the Convention to order, preserving order and decorum within the Convention, and making rulings about Convention procedures.
4. The Secretariat's terms of office shall last alongside each cabinet; February-April, May-July, August-October, November-January. In the case that the Secretariat may either resign or be removed from office, the Minister of Role-Play shall either hold the position themselves or appoint another Secretariat.
Subsection 2.2.5- Proposals
1. Any member of the DSA Convention may submit a proposal to the General Assembly.
2. Whether a proposal reaches the voting floor is determined by the members of the DSA Convention. If at least 2 other Members publicly approve it, it is said to have attained quorum and will enter the resolution voting floor at the next opportunity. If it fails to gather enough approvals within 7 days of its proposal, it will be dropped.
3. When a proposal reaches the voting floor, there will be 4 days of voting available to all DSA Convention members. Specifics on voting can be found in Clause 3.
Subsection 2.2.6 - Violations and Membership Removal
1. A Member of the DSA Convention which has persistently violated the Principles and Rules contained in Subsection 2.4.3 may be expelled from the Organization by the General Assembly.
2. The Secretariat may be impeached by the General Assembly for either violating their roles in Subsection 2.4.3 or for violating the Principle and Rules contained in said subsection by a 2/3rd supermajority vote. However, if seen as necessary, disputes arising regarding the Secretariat may be settled in the Court of the DSA.
3. The Minister of Role-Play, recognizing that the DSA Convention is under their domain, has the ability to remove the Secretariat without needing approval from the General Assembly.
4. Removal from an office outside of resignation, ending of the term, or direct removal by the Minister of Role-Play, may only occur after impeachment and by a 2/3rd supermajority vote from the General Assembly. The Minister of Role-Play will not be able to reappoint the impeached Secretariat for a minimum of 2 terms of office.
5. If a member chooses to voluntarily leave the DSA Convention, they must inform the Secretariat in order for them to process their departure. Voluntary departure will result in the nation not being able to join the convention once again for a minimum of 20 days.
Subsection 2.2.7 - Minister of Role Play
1. Acting as a branch of the Ministry of Role Play, the DSA Convention cannot override decisions made by the Ministry of Role-Play outside of the DSA Convention.
Subsection 2.3 - The Department of Trade and Commerce
1. The Director of Trade and Commerce shall be appointed by and serve at the discretion of the Minister of Role Play.
2. The Director of Trade and Commerce shall have the responsibility of assisting in the formation and development of economic role-play.
3. The Director of Trade and Commerce shall oversee the use of and implementation of the common currency of the Democratic Socialist Assembly; the Labour Credit.
4. Any disputes arising from the related actions taken by the Director of Trade and Commerce regarding their duties shall be settled by the Court of the DSA.
Subsection 2.4 - The Department of Sports Leagues
1. The Director of Sports Leagues shall be appointed by and serve at the discretion of the Minister of Role Play.
2. The Director of Sports Leagues shall be responsible for the formation and development of role-play sporting events for DSA Members. These sporting events shall be conducted in a manner that is not overly complicated for competing players to play in.
3. The Director of Sports Leagues shall have final say over the method of scoring and scores.
4. Any disputes arising from the related actions taken by the Director of Sports Leagues regarding their duties shall be settled by the Court of the DSA.
Subsection 2.5 - The Department of War and Peace
1. The Director of War and Peace shall be appointed by and serve at the discretion of the Minister of Role Play.
2. The Director of War and Peace shall oversee and moderate any and all war role-plays occurring between DSA nations. If the Minister of Role-Play has implemented rules of war, the Director of War and Peace shall enforce those rules of war when nations engage in war. If the Minister of Role-Play has not implemented rules of war, the Director of War and Peace may enforce rules of war that they believe best serve as rules of war.
3. If a warring nation is violating the rules of war established by either the Minister of Role-Play or the Director of War and Peace and the Director is unable to make the nation adhere to the rules of war, the Director may report the nation either to the Minister of Role-Play or to the Court of the DSA.
4. Any disputes arising from the related actions taken by the Director of War and Peace regarding their duties shall be settled by the Court of the DSA.

An Act to regulate the Departments of the DSA Ministries
Article I - Ministry of Domestic Affairs
Subsection 1.1 - The Department of Creativity and Art
1. The Director of Creativity and Art shall be appointed by and serve at the discretion of the Minister of Domestic Affairs.
2. The Director of Creativity and Art shall have the responsibility of stimulating the creation and discussion of creativity and art in the DSA
3. The authortiy of the Director of Creativity extends but is not limited to: Overseeing the Design Studios, Music Studios and Writing Studios on the forum and stimulating 'contests and projects' and general activity in these Studios, Overseeing anything that has to do with art and or creativity either on NationStates and the discord aslong as it falls under the authority of the Ministry of Domestic Affairs.
Subsection 1.2 - The Director of Immigration
1. The Director of Immigration shall be appointed by and serve at the discretion of the Minister of Domestic Affairs.
2. The Director of Immigration shall be charged with ensuring the growing population of the DSA is well informed about the culture of the DSA, as well as
its Regional Principles.
3. The Director of Immigration shall, with the assistance of the Minister of Domestic Affairs, compose a welcome telegram which best informs incoming members of the DSA.
4. The Director of Immigration shall be responsible for assisting the Cabinet in all matters related to welcoming new Residents and ensuring Resident retention.
Subsection 1.3 - The Department of Games and Gaming
1. The Director of Games and Gaming shall be appointed by and serve at the discretion of the Minister of Domestic Affairs.
2. The Director of Games and Gaming shall have the responsibility of organizing gaming events in the DSA.
3. The Director of Games and Gaming may host a gaming event for any game they choose, but should choose games that are available to or owned by other NationStates players. The Director of Games and Gaming may host a gaming event at any time they choose, but should choose to host games at times that are reasonable to other NationStates players.
4. Any disputes arising from the related actions taken by the Director of Games and Gaming regarding their duties shall be settled by the Court of the DSA.
Subsection 1.4 - The Department of News and Information
1. The Director of News and Information shall be appointed by and serve at the discretion of the Minister of Domestic Affairs .
2. The Director of News and Information shall oversee the operation of and reporting of the regional newspaper of Solidarity, which will report on regional news, affairs, and other topics that the Director of News and Information seeks to implement into Solidarity.
3. The Director of News and Information may appoint editors and/or writers to aide them in the operations of Solidarity.
4. The Director of News and Information shall maintain Solidarity news issues and reports such that its format shall be one that is commonly accessible and usable for anyone with a basic level of computer skills. Access of and to Solidarity shall not require the purchase or extensive working knowledge of proprietary software beyond that provided by basic operating system packages widely available for use on personal computers, or free, open-source design software.
