This amendment seeks to outline initial international law regarding weapons of mass destruction. As sitting Secretariat, I use Subsection 2.4.3 Clause 4 Paragraph B of our Charter to bring this resolution immediately to vote.
Article 1. Chemical Weapons
Toxic chemicals shall be defined as "any chemical which through its chemical action on life processes can cause death, temporary incapacitation or permanent harm to humans or animals. This includes all such chemicals, regardless of their origin or of their method of production, and regardless of whether they are produced in facilities, in munitions or elsewhere". When this article refers to chemical weapons, it refers to those that use toxic chemicals as its main or subsequent effect.
This article, applied to all DSAC members, requires;

- Prohibition of production and use of chemical weapons
- Destruction (or monitored conversion to other functions) of chemical weapons production facilities
- Destruction of all chemical weapons (including chemical weapons abandoned outside the state parties territory)
- Assistance between State Parties and DSAC in the case of use of chemical weapons
- To take any national measures necessary to implement the provisions of this Article domestically.
- To consult bilaterally and multilaterally to solve any problems with the implementation of this Article.
- To request DSAC to investigate alleged breaches of this Article and to comply with its subsequent decisions.
- To assist States which have been exposed to a danger as a result of a violation of this Article.
- To do all of the above in a way that encourages the peaceful uses of chemical science and technology.

- Microbial or other biological agents, or toxins whatever their origin or method of production, of types and in quantities that have no justification for prophylactic, protective or other peaceful purposes;
- Weapons, equipment or means of delivery designed to use such agents or toxins for hostile purposes or in armed conflict.
II. This article requires all DSAC members;
- To never under any circumstances to acquire or retain biological weapons.
- To destroy or divert to peaceful purposes biological weapons and associated resources prior to joining.
- Not to transfer, or in any way assist, encourage or induce anyone else to acquire or retain biological weapons.
- To take any national measures necessary to implement the provisions of this Article domestically.
- To consult bilaterally and multilaterally to solve any problems with the implementation of this Article.
- To request DSAC to investigate alleged breaches of this Article and to comply with its subsequent decisions.
- To assist States which have been exposed to a danger as a result of a violation of this Article.
- To do all of the above in a way that encourages the peaceful uses of biological science and technology.
