Chapter I: General Provisions
1. This act may be referred to as the Ribbon Act, or RA.
2. This act will come into force upon it's passage.

Chapter II: Ribbon Act
1. This bill creates a new legislative document to be maintained by the Secretary-General with the following text:

Section 1 – Declaration of Responsibilities and Rights
1.1 The Secretary-General shall be responsible for maintaining a public record of the ribbons and achievements of the DSA and her members.
1.2 The Secretary-General shall do their due diligence in ensuring ribbons are as accurate as possible.
Section 2 – Declaration of Ribbon Selection
2.1 Ribbons shall be of two statuses: Mandated and Freelanced.
2.1.1 Mandated ribbons are those which Congress has mandated to be kept.
2.1.1.1 For a ribbon to be mandated, it must be put up to vote with a name, description and an image of the ribbon, as well as the order of precedence of the ribbon. The vote requires a majority of voters to vote in favor of the mandate to be officially mandated.
2.1.1.2 Similar to passing a mandate, to remove a mandated ribbon from the rolls, you need a majority of voters to vote in favor of removing the mandate.
2.1.1.3 Mandated ribbons may be edited with a majority of voters voting in favor of the edit put up to vote.
2.1.2 Freelanced ribbons are those being tracked and awarded by the Secretary-General that have not received a mandate. These ribbons are intended to be tested for popularity and either mandated or dropped after a time.
2.1.2.1 It is recommended to include the community on ribbon design and to hold contests, votes or other community events to design on specifics of ribbons.
Section 3 – Mandated Ribbons
3.1 This section’s subsections are to denote all mandated ribbons in order of precedence, the highest being the first mentioned. (Example: 3.1.1 is of the highest precedence.)

3.1.1.1 Awarded when commended by the Congress of the DSA.

3.1.14.1 Awarded for service as Forum Owner of the DSA and re-awarded for every 90 days service in this position.

3.1.15.1 Awarded for service as Discord Administrator of the DSA and re-awarded for ever 90 days in this position.

3.1.16.1 Awarded for service as the Director of Cartography of the DSA and re-awarded for every 90 days service as the Director of Cartography.

3.1.17.1 Awarded for becoming a Member of Congress. Current members get an additional ribbon to denote active membership. Leaving the rolls of Congress takes away this additional ribbon.

3.2 This section is to denote attachments to represent additional ribbons.
3.2.1 Lesser General Attachment
3.2.1.1 This attachment is the default attachment to represent an extra ribbon. It shall be centered on the ribbon to represent a single additional ribbon.

3.2.2 General Attachment
3.2.2.1 This attachment is the default attachment to represent 5 extra ribbons, and will replace the 4 Lesser General Attachments that were present before it on the award of the 5th ribbon.

3.2.3.1 This attachment is the default attachment to represent 25 extra ribbons, and will replace the 4 General Attachments and 4 Lesser General Attachments that were present before it on the award of the 25th ribbon.

3.2.4 Active Congressional Attachment
3.2.4.1 This attachment is awarded to current members of Congress upon joining or rejoining. This ribbon will be stripped upon leaving Congressional roles for any reason.

Section 4 – Requirement of this Act
4.1 This requirement (the entirety of Section 4) will be removed from this document on 1 April, 2021 or upon completion, whichever is later.
4.2 Each ribbon and attachment shall have official images voted on and passed no later than 1 April 2021.

1. This is to be added as a fun (though exhausting) way to track our legacy here in the DSA. This is intended as a start to a document to grow and I hope to add department directors, cabinet aides and more down the road.
