1. This act may be referred to as the Act Created to Coordinate Our Regional Directors, Interested in Negating Growing Tiredness & Organize Against Lower Levels of Keenly Noted Operations, Wanting New Legislation to Aquire Willful Solutions Operating For Actions Varying In Application & Transmit Increased Organizational Notions Act, ACCORDING TO ALL KNOWN LAWS OF AVIATION Act, or Aviation Act

The Council shall consist of the World Assembly Delegate, Secretary General, Councilor of Justice, Councilor of Foreign Affairs, Councilor of Domestic Affairs, and Councilor of Role Play.
The Council shall consist of the Head Councilor, World Assembly Delegate, Secretary General, Councilor of Justice, Councilor of Foreign Affairs, Councilor of Domestic Affairs, and Councilor of Role Play.
2. The Council, when possible, shall be accountable to the Head Councilor and shall in earnest try to fulfill all reasonable requests made by the Head Councilor as they pertain to their respective duties.
Subsection 2.2.4 - The Head Councilor
1. The Head Councilor shall be the presiding officer of the Council.
2. The authority and duties of the Head Councilor include but are not limited to:
● Coordinating the activities and efforts of the Council
● Monitoring the Council for efficiency and effectiveness
● Executing or delegating the duties of vacant Council members
● Executing the reasonable recommendations of the Councilor of Domestic Affairs, Councilor of Foreign Affairs, and Councilor of Justice as they relate to Administrative Privileges without hesitation or prejudice
● Making interim appointments to vacant Council positions until either a new Councilor is elected or until the interim ends

The Head Councilor shall have the authority to execute the duties of all vacant Council positions personally, delegate such duties to another Council Member if said Council Member accepts, or appoint a Member of Congress in good standing to serve if said Member of Congress accepts, all of these until either the interim has ended or another Member of Congress can be elected to the posistion.
4. Should the position of Head Councilor fall vacant, the Council may elect from one of their own a Councilor or Administrator-Emeritus to also serve as the Head Councilor until the end of the term if the vacancy occurs within twenty-one (21) days or a special election is held.
