Chapter I: General Provisions
1. This act may be referred to as the "Ruling Engaging Native Directorship, Especially Requiring Undoing The Obliteration Carried Against Established Supervisory Authority. Renegotiate. Act", the "RENDER UNTO CAESAR Act", the "Render Unto Caesar Act", or the "RUC Act"

The Council shall consist of the President of Congress, World Assembly Delegate, Secretary General, Minister of Justice, Minister of Foreign Affairs, Minister of Domestic Affairs, and Minister of Role Play.
Subsection 2.2.4 - The President of Congress
1. The President shall be the presiding officer of both the Congress and the Council, charged with residing as head of state of the DSA and being a supervisor to Congress and the Council.
2. The President shall be considered to have been elected World Assembly Delegate upon their election as President of Congress. Should the President decline to serve as the World Assembly Delegate, the position shall be considered to be vacant and therefore subject to a special election. Should a Member of Congress running for President decline during their run to also serve as World Assembly Delegate, then the position of World Assembly Delegate shall be offered as an additional office up for election outside of the Presidency.
3. The President of Congress and the World Assembly Delegate, when not the same Nationstates player, shall have one (1) vote apiece in both the Congress and the Council.
4. The authority and duties of the President of Congress include but are not limited to;
● Coordinating the activities and efforts of the Council;
● Monitoring the Council for efficiency and effectiveness;
● Conducting Council Meetings;
● Executing or delegating the duties of vacant, absent, or unavailable Council members;
● Presiding over legal cases involving a recused High Judge, but only if the case does not involve the President of Congress;
● Executing the recommendations of the other Ministers as they relate to Administrative Privileges without hesitation or prejudice;
● Requesting Founder intervention;
