Following a speech in which she denounced the imperialist war the Venauron and Kmaujki Empires had unleashed upon the world, President Kassai of Kanoshu called on the international assembly to formalise what she described as a ‘moral necessity’ – a treaty aimed at curbing the worst excesses of war and enshrining a respect for all sentient life in international law.
The following bill is therefore proposed by the delegation of Kanoshu:
Regulations of Warfare Act
Recognising that despite the best efforts of diplomacy, armed conflict can and will arise between nations and peoples for a variety of reasons.
Calling on the nations of Delusia to uphold honour and respect for sentient life during armed conflicts, this act, ‘The Regulations of Warfare Act’ will designate the following actions as ‘Crimes against Sentient Life’ which will be prohibited by this legislation:
1.) The Purposeful targeting of civilian targets or infrastructure – including the destruction of cultural sites and or artefacts.
2.) Deliberate isolation of civilian’s populations from essential infrastructure such as food, electricity, or international aid.
3.) The use of civilians as 'shields', by placing them within military installations or other such sites.
4.) The deportation or otherwise removal of existing populations in occupied territories.
5.) Disallowing enemy forces to surrender without harm.
6.) The inhumane treatment of surrendered enemies, such as the use of torture, forced labour or detention in squalid conditions.
7.) The attacking of neutral targets such as journalists, medics and international aid workers or impersonating such.
8.) The use of weapons or ammunition that are designed to maximise pain or injury beyond what is needed to subdue an enemy solider.
9.) The use of Weapons of Mass Destruction such as Biological, Chemical or Nuclear weapons, unless such use is in response to the deployment of such weapons by an enemy force either against the user or its allies, in which case it will be seen as self-defence.
Any nation found to be in violations of the above will be subject to sanctions following a vote of the International Assembly. Additionally the DIA shall have the authority to charge and try individuals accused of these crimes, under the authority of the International Court.
