I as President of the DSA sadly now must invoke Subsection 2.2.2. Paragraph 4 of the Charter against our Secretary-General, Gallifrax.
Gallifrax has gone the entirety of March without attending to her duties as Secretary-General and as Councilor; they have not attended our Council meeting or responded to the call in any way; duties such as elections and Congress opt-ins have gone unprocessed; any attempt at contacting her in the past three weeks has garnered no response; and all of this without any prior statement regarding potential inactivity. With that, by Charter law, she must be considered to have resigned from her position as Secretary-General.
As the Secretary-General position at this moment now goes vacant, I invoke my Charter-granted presidential authority in delegating the duties of the Secretary-General to myself as an interim Secretary-General. Given the current limited interest Congress has in participating in the region's executive branch, I do not think it would be unreasonable to choose to not hold a special election for Secretary-General until the next general elections occur during April.
If any Member of Congress is vocally interested in the Secretary-General position before the upcoming general election, however, then I believe that would be a good reason to conduct a special election with nominations and voting. If any member of Congress wishes to have the special election occur even if they themselves are not interested in the position of Secretary-General, then I can open the special election as per Charter requirement.Otherwise, I invoke the general principle of "Hey, this is just an internet hobby of ours and not many really care that much about DSA government" and choose to proceed with the prior stated plan.
Any Minister that is absent from participating in Council meetings, has not communicated with another Resident, or has otherwise apparently left the business of their Ministry unattended for more than fourteen (14) days without prior explanation, shall be regarded as having resigned from the Council.
