I would encourage Members of Congress to vote FOR this bill.

After talking with Wiley about why he thought we should have Secretary-General nominate the Forum Owner, I thought he made some good points. Essentially that as it is, the president has a significant amount of power, and that it makes more sense to transfer some of that from the president to a member of the cabinet, and Secretary-General makes the most sense to do so with the forum owner, as the forums have traditionally been under the Secretary-General's responsibilities.
